The Naturalization of Investors by Exception Scheme was established under the subsection (2) of section 111A of the Civil Registry Laws of 2002-2015. 

This programme became a very popular programme due to the heavy emphisis on investments as opposed to contributions.

Eligibility For Citizenship


  • Be a least 18 years of age;
  • Be a person of good standing with no criminal record.
  • Have a residence permit in Cyprus for six months prior being granted citizenship.
  • Own a permanent private residence with a purchase price of at least €500,000.
  • Contribute to the Research and Innovation Fund and the Cyprus Land Development Corporation (please see below for more information)

What is the Application Process?

Submissions for the Cyprus Citizienship by Investment Programme must go through a registered agent.The local government will then process the application and offer citizenship if successful.

Step 1 - Application

The applicant must pay a fee of €500 to submit their residency application. The application will be examined by the Civil Registry and Migration Department and will be submitted to a permanent secretary of the Ministry of Interior for a decision within two months. 

Step 2 - Investment

Once the application has been approved, you must fulfil your investment obligations. Applicants have the choice of what to invest in. 

  • Purchase Real Estate
  • Start or Participate in a Business operating in Cyprus
  • Investment in alternative funds or financial assets in Cyprus
  • Combination of the above
Step 3 - Citizenship

Once approval has been granted, all applicants must visit Cyprus within 12 months to obtain the certificate(s) of naturalisation.

What Are the Fees and Contributions?

When considering the merits of applications for the Cyprus Citizenship by Investment Programme, you should be aware of all the relevant application fees.

The following official Cyprus Citizenship by Investment Fees are payable in respect of each person.

  1. Donation of €75,000 to the Research and Innovation Fund or another certified innovation enterprise
  2. Donation of €75,000 to the Cyprus Land Development Corporation

Applicants who apply for Citizenship in Cyprus must invest at least €2,000,000 in one of the below instruments:


  • Invest in Real Estate, Developments, and Infrastructure Projects
  • Invest in businesses or companies that are based and operating in Cyprus. These businesses must employ at least five Cypriot citizens.
  • Investment in alternative investment funds or financial assets of Cypriot enterprises or Cypriot organizations licensed by the Securities and Exchange Commission
  • Combination of the above investments
Due Diligence Fees
  • Main Applicant – €2,570
  • Spouse – €2,070
  • Children under the age of 18 – €150 each
  • Unmarried children aged between 18 and 26 – €2,070 each
  • Dependent parent over the age of 55 – €2,070 each
  • Passport fee: €250 per person
  • Certificate Issuance Fee: €5,000 per application
